The Association does not offer opinions on quality of workmanship, lest there be any perception of bias in favour of the contractor in the event that a dispute should go before the Department of Commerce for determination. When a consumer requires a technical opinion or advice from an independent source, it is our normal practice to refer their request to one of the Association’s technical consultant members who is recognised by the Department of Commerce as an expert witnesses in such matters. The consultant’s report is prepared independently of the Association.
